What is a Core Strategy ?
The Core Strategy is the key document in the Local Development Framework. It broadly describes how the plan will change, how services will be provided and how the environment and character of the area will be protected.
It has a 'vision' for what the area should be like in 2026, sets out what needs to be done to help ensure this happens and sets measures to indicate whether what is proposed is working.
What are Site Allocations?
Sites that are proposed for development or subject to policies that control development and are shown on the proposals map.
What is the Proposals Map?
It shows all the District-wide site specific proposals of the development plan which means, at present, the saved policies of the relevant District Local Plan. As the LDF and the County Councils minerals and waste framework are completed these site specific proposals will be shown on the proposals map.
What is Central Lancashire ?
It is used to describe the administrative areas of Preston City Council and the Boroughs of South Ribble and Chorley, the centre of Lancashire. A map of the areas involved can be viewed by clicking here.
Why are the 3 Councils working together ?
It makes sense. The 3 local authorities have many things in common. They form one housing market area. People travel to work and shop across the boundaries, and local firms trade across them. The 3 Councils also have a history of working together and it is more cost effective to do so.
Can the Preferred Core Strategy be changed ?
Yes. The Preferred Core Strategy is just that - preferred but not finalised. It details how the 3 Councils would like to see the Central Lancashire area develop in the future but it can be changed if there are good reasons for doing so.
Why is it necessary to plan for growth ?
Despite the current economic downturn there remains a growth trend. The number of new households in Central Lancashire is predicted to increase by a fifth by 2026. These people need to be housed. The trend also points to about 17,000 additional jobs. It is necessary to plan these needs so that they can be met in the most appropriate ways.
Where is growth going to occur ?
The bulk of new residential growth is anticipated to occur on 'brownfield' sites (land that has been previously developed), but some greenfield sites will be required. The Core Strategy's Key Diagram identifies generally where the major development sites are, such as Buckshaw Village and Cottam. Further work will be done to identify more precisely boundaries for new development.The Key Diagram is diagramatic and is not meant to be used to identify exact site boundaries.
In terms of retail and employment growth, the bulk of this is proposed in existing commercial areas, such as Preston City Centre, Leyland and Chorley. Smaller scale development is anticipated to occur in other commercial centres to service more localised shopping and employment needs. Limited growth in larger villages is also suggested.
How can I get a copy of the document ?
Copies of the Preferred Core Strategy are available on the website at www.centrallancashire.com and are available for inspection at your local Council office and library.
There are also a limited supply of hard copy versions of the document and these can be obtained by contacting the LDF team (details below).
A summary version of the document has been produced that provides a 'snapshot' of the main document. Copies of this document are also available on the web page, at your local Council office or by contacting the LDF Team.
How do I make comments ?
Anyone can make comments on the Preferred Core Strategy. These can be sent via e mail, using the online response form, a paper form, or as a letter. Comments should be sent to 'FREEPOST, Central Lancashire LDF' or e mailed to the address below.
The deadline for comments was 19th December 2008.
