Issues and Options Press Release
DO you think affordable housing should be a priority for your area? Are you keen to see your local town/city centre develop? Do you have strong ideas about where new job opportunities should be located?__________________________________________________________________________________________
Now you have the chance to share your views about the planning issues that affect your neighbourhood with the people who plan the futures of our towns and cities.

Preston, Chorley and South Ribble councils have joined forces to develop a strategy to focus on planning and development issues in the three districts and we want to hear from you.

The three authorities will use the strategy to plan positively for the next 15-20 years, but to ensure those plans meet with public needs and preferences you need to tell us what you think.

A leaflet entitled Vision for the Future will be distributed to all 170,000 homes and businesses across the three areas over the next two weeks. It explains what the partnership is about, what it hopes to achieve and how to submit your views for consideration.

A draft vision has been drawn up by planning experts from the three authorities and is split into the following eight themes:
Locating new development,
Meeting housing needs,
Fulfilling economic growth,
Improving accessibility,
Protecting the environment,
Improving quality of life,
Sustaining rural areas,
Thriving centres.

Residents are being encouraged to read the information leaflet, obtain a copy of the full consultation paper - called Core Strategy Issues and Options, together with a response form, and submit responses before the Friday 30 March deadline.

Once the consultation period is over, the three authorities will consider the feedback and decide whether a joint approach to planning is the best option. If so, they will draft a core strategy providing policy for all three districts. This document will then become part of each council's individual Local Development Framework (LDF) - which will replace existing local plans and will guide development until 2021.

Councillor Jonathan Saksena, acting leader of Preston City Council; Councillor Peter Goldsworthy, leader of Chorley Borough Council; and Councillor Tom Hanson, cabinet member with responsibility for planning and regeneration at South Ribble Borough Council, said:
"It makes sense that our three districts join together on this as we're geographically close and our growth and development are often interrelated, meaning we face many of the same planning issues.
"The Core Strategy Issues and Options booklet aims to start a debate about the big planning issues facing our areas and how we might solve them. This public consultation process is a key step in developing the final core strategy.
"We would ask residents to think about their own street, village, town or city and consider what they would like to see in the future. This is an opportunity for you to tell us what's important to you and it's a chance for us to listen, take that information away and create a working strategy to suit everyone.
"We want to be sure that our vision is right and that the most important issues have been identified, so, if you care what happens in your neighbourhood, don't let this chance pass you by."

3) Consultation responses should be returned to Freepost Central Lancashire City LDF by Friday 30 March 2007.
4) Each council must produce a Local Development Framework (LDF), which will replace the existing local plan. A core strategy will form part of this LDF and will either be the joint one currently being worked on, or individual ones for each of the three councils depending on the results of the public consultation.
